Major Development Proposal

After discussion at last night’s online public meeting (Mon 9th Nov), we agreed that it was in the interest of the Community to make you aware of a major development proposal submitted to the Council. The proposal was made on behalf of Allan Water Homes Ltd for development of land at the West end of Alva.

Although it says on the proposal that we were notified on 28th October, that is incorrect. No such notice has been received and we only discovered this recently.

Except for the most Southerly plot (South of the new cycle path), this area is part of the Local Development Plan.

Halloween competition for the kids (up to Primary 7)

Neil Gault of Gault Electrical Solutions Ltd. asked if we could help him with a Halloween Competition for the kids and we are only too happy to oblige

Starting from Thursday 22nd and finishing at 5pm Sunday 25th October, we’re going to do a little Halloween competition for the kids. This will be open to kids up to Primary 7.

We are going to hide Halloween themed painted stones throughout the shire…. Menstrie, Alva, Tillicoultry, Dollar, Alloa, Sauchie, Clackmannan and Tullibody. 2-4 stones in each area.

The kids that find the stones can post them on our Facebook page and we will drop off a trick or treat goodie bag to the lucky winners on the 31st October.

On the lead up to the competition starting, we will post pics of the stones for the kids to find.

Reason we will be doing it a week early is to help give the kids something to do over the October holidays

THE CLACKMANNANSHIRE COUNCIL (BROOK STREET, ALVA) (RESTRICTED PARKING ZONE) ORDER 2020

Clackmannanshire Council has made the above named Order under Sections 1(1) and (2), 2(1) to (3) and 4(2), 32(1) 45, 46 49, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the said Act on 16 October  2020. 

The Order is as advertised in the Alloa Advertiser on 22 July 2020 which will  create a ‘School Street’ outside the main entrance to Alva Primary School thereby creating safer pedestrian environment and encouraging active travel to school.  A copy of the Order, together with a copy of the relative plan, is available below.

Any person wishing to question the validity of the Order or of any provision contained therein on the grounds that it is not within the powers conferred by the aforesaid Act or that any requirement therein has not been complied with, may, within six weeks from 16 October 2020 apply to the Court of Session for this purpose.

BACK ROAD, MENSTRIE TO ALVA NOTICE OF EMERGENCY PROHIBITION OF DRIVING, PARKING AND LOADING ORDER 2020

NOTICE IS HEREBY GIVEN that, in terms of Section 14 of the Road Traffic Regulation Act 1984 (as amended), the section of road described in the Schedule attached hereto, will be closed to traffic from 0800 hours on Monday 2 November 2020 until 1600 hours on Friday 13 November 2020.  The emergency closure is to allow for the installation of passing places, urgent drainage works and vegetation clearance works.  No weekend works should be necessary.

Scottish Government consultation on National Planning Framework 4 – local roadshow event

Please see below for details of a consultation roadshow the Scottish Government are running to engage in the production of National Planning Framework 4.

National Planning Framework 4 – Get involved
The Scottish Government are preparing a new National Planning Framework 4 (NPF4) and want to engage with the public, community, voluntary and private sectors, as well as academics, experts and professional bodies.


They are hosting a NPF4 Scotplan 2050 Roadshow which offers general drop in sessions, where you can go along to speak to the NPF team as well as facilitated workshops where you can discuss key issues with other stakeholders.


Our local workshop session is being held on 28th February 2020 at The Barracks, Forthside Way, Stirling, FK8 1QZ, with a workshop between 10:00-12:00 and a drop in session from 12:00-14:00. Should you wish to attend the workshop session, please sign up through this link – Workshop


To start the early engagement stage, the Scottish Government have opened their Call for Ideas which runs until the 31 March. During this period, as well as inviting all individuals and stakeholders to participate in their roadshow, they are inviting written comments. Should you wish to provide written comments, please send them to scotplan@gov.scot along with a completed Respondent Information Form.


They want your ideas for what Scotland will be like in 2050 and the changes needed to get there. Whilst any ideas can be submitted, they are particularly interested to hear your thoughts on the following issues:
1. What development will we need to address climate change?
2. How can planning best support our quality of life, health and wellbeing in the future?
3. What does planning need to do to enable development & investment in our economy to benefit everyone?
4. How can planning improve, protect and strengthen the special character of our places?
5. What infrastructure do we need to plan and build to realise our long term aspirations?


To aid consideration and discussion of the above issues, the Scottish Government have prepared background information notes on the policy topics that will need to be addressed when preparing draft NPF4.

These notes set out their existing planning policies; what has changed since they were introduced; and some of the key issues that they want to discuss with individuals and stakeholders.

A Resources page has a range of materials to help you to input to the Call for ideas. You will find a leaflet on how to have your say, details of a community grant fund, a self read presentation, doodle maps, postcards and a suggested workshop format to help you discuss NPF4 with your community or colleagues.

New Alva Community Councillors Wanted

Alva Community Council (ACC) are currently seeking 7 new members to join the existing 7 to address issues that affect Alva.
In the last 5 years ACC’s activities include;
• Statutory Consultees for Planning & Licencing Applications
• Annual Fun Day
• Annual Christmas Fayre & Christmas Lights
• Hanging Baskets and Planters in town centre
• Facilitated the Outdoor Gym.
• Helped to organise recent clean-up of Alva Parks
• Alva Community Action Plan (CAPLan) Report produced in 2015 following a survey of all households.

• CAPLan Group consists of Community Councillors and members of the public. The group are consulted on Clacks Council plans for Alva and meet regularly with Officers e.g. Alva Town Centre Regeneration plans for 2020.

• Alva Development Trust (ADT) was originally developed from the CAPLan Group (ADT are now separate from ACC and have a 3 year lease of Cochrane Hall).

Alva “Comic and Cartoon Characters” Fun Day 2019

Alva is bracing itself for an invasion of Comic and Cartoon Characters for the town’s Fun Day on Saturday 25 May.  Organisers, Alva Community Council are expecting a host of characters to join the colourful musical parade along the main street to the Cochrane Park led by the Classic Cars.

This year’s theme offers a chance to escape the real world and be immersed in that time of your life when cartoon tales were real and your dreams were all that mattered.   We are hoping that local school children and adults from Alva and the surrounding area will dress up as their favourite Comic or Cartoon Character.

Which character best reflects your personality? Dennis the Menace, Minnie the Minx, Smurfs, Popeye, Oor Wullie, Flintstones, Garfield, Bugs Bunny, Daffy Duck?  The possibilities are endless!   Search the dressing up box and join in the fun!

The A91 through Alva Town Centre will be closed for the duration of the town’s third Fun Day Parade which leaves at 11.45 from Brook Street, outside Alva Baptist Church at 1 The Green,  Alva, FK12 5JQ.  Those taking part should meet there at 11.30am.  The parade will amble along the A91 from the Johnstone Arms to the entrance to the Cochrane Park.  Police Scotland are assisting with traffic control.

In the park there will be Bouncy Castles, Roller Coaster Simulator, Kick Darts, Kids Rides, Slide, Tartan Juggler, Face Painters, Owl Magic, Tombola, Refreshments, Ice Cream, Classic Cars,  Motorbikes, Fire Engine, Mountain Rescue and of course various stalls. 

There is a Bollard Competition where teams can dress up an Alva town centre bollard in the Comic or Cartoon theme with a £50 prize for the winner.  Anyone interested in having a stall or entering the competition can collect forms from Alva Library, Higglety Pigglety shop in the town centre or download from the links below
